Framing Analysis
The White House Office of Trade and Manufacturing Policy released a 25-page report on August 13 titled 'The Great Transshipment Scam' that identifies elevated transshipment risks in approximately 40 countries. The document alleges use of limited assembly, relabeling, and false origin declarations by Chinese exporters since 2018 and proposes an AI-based 'detective border' system. It cites third-party estimates of $40 billion to $303 billion in annual suspect goods and provides model-based illustrations of 450,000 displaced U.S. jobs and $150 billion in lost GDP at a $75 billion transshipment level.
