On August 20 the dollar index reached 98.723, its lowest level since May 14, while the euro rose to $1.1692. The Treasury Department stated it would increase buybacks of securities with maturities between 10 and 30 years, shifting more borrowing toward short-term bills. The 30-year Treasury yield fell 9 basis points to 5.198 percent after touching 5.337 percent earlier in the week.
