Turkey will host the COP31 climate summit in November with nearly 200 countries expected to attend, but has not invited Cyprus to preparatory meetings in New York and Tokyo. Turkish officials confirmed the exclusion, consistent with Ankara's non-recognition of the Greek Cypriot government in southern Cyprus. EU climate commissioner Wopke Hoekstra stated that all 27 EU member states reject the exclusion and will maintain full solidarity.
