Framing Analysis
The Hawk Fire, which began on Saturday, grew to more than 10,500 acres under strong winds, low humidity, and dry vegetation. Nevada Gov. Joe Lombardo declared a state of emergency, mobilized the National Guard, and ordered nearly 14,000 homes evacuated as the fire's GO NOW zone reached the University of Nevada campus. Approximately 400 personnel from multiple agencies responded, with the Reno-Sparks Convention Center opened as a pet-free evacuation center.
