Elaine Luria defeated three opponents in the Democratic primary for Virginia's 2nd Congressional District and will face Republican incumbent Jen Kiggans in the November general election. The district, which includes Virginia Beach and the Eastern Shore, has changed party control four times since 2008 and voted for Joe Biden in 2020 and Donald Trump in 2024. Prior Democratic redistricting efforts were rejected by the Virginia Supreme Court, preserving boundaries that enabled Kiggans to defeat Luria in 2022.
