The White House issued a 25-page report titled 'The Great Transshipment Scam' on Thursday claiming that more than 40 countries, including Canada, Mexico, Japan, South Korea, India, Israel, Taiwan and the EU, have facilitated rerouting of Chinese goods to evade U.S. tariffs. The document estimates annual lost federal revenue of $19 billion to $26 billion and potential effects on 450,000 American jobs. It links the practice to tariffs first imposed in 2018 and to additional duties announced last month on imports from 60 countries.
