Framing Analysis
Gov. Abigail Spanberger signed a law banning the sale and transfer of AR-15-style rifles and magazines over 15 rounds, effective July 1, with penalties up to 12 months in jail and a $2,500 fine. Justin Griffith, Pulaski County Commonwealth’s Attorney, and prosecutors in additional counties have stated they will not enforce the measure, citing District of Columbia v. Heller and New York State Rifle & Pistol Association v. Bruen. The NRA and Gun Owners of America have filed suit, and the Justice Department’s Civil Rights Division has indicated potential involvement.
