On July 31, US Vice President JD Vance spoke by phone with Ukrainian President Volodymyr Zelensky and pressed for a halt to Ukrainian drone attacks on oil tankers heading to the CPC terminal near Novorossiysk. Ukraine subsequently agreed to restrict strikes on vessels that are not under Ukrainian sanctions and not carrying Russian cargo. The terminal is partly owned by US companies including Chevron and ExxonMobil.
