Framing Analysis
On August 24 the US State Department removed Syria from its State Sponsors of Terrorism list and revoked the global terrorist designation for Hay’at Tahrir al-Sham, formerly the Nusrah Front. The Treasury Department simultaneously issued sanctions relief consistent with an earlier July announcement. The actions followed HTS’s reported 2016 break from Al-Qaeda and were framed by officials as measures to support investment and stability while preserving counterterrorism authorities.
