Framing Analysis
A 50-bed facility at Laikipia Air Base in Nanyuki, Kenya, intended to quarantine Americans arriving from the Democratic Republic of the Congo Ebola outbreak, has been the subject of protests that killed two people and a May 28 court order suspending construction. US military flights carrying equipment and personnel have continued to land at the base after the ruling. Kenyan Health Minister Aden Duale stated the center would serve both Kenyans and US nationals as one of 23 isolation sites.
