Framing Analysis
On August 18 the United States imposed sanctions on International Criminal Court President Tomoko Akane and Senior Trial Lawyer Abdoulaye Seye, barring them from U.S. entry and financial transactions. Secretary of State Marco Rubio stated the measures target ICC efforts to investigate officials of non-consenting states, including the 2024 arrest warrant for Israeli Prime Minister Benjamin Netanyahu. The United States is not a party to the 2002 Rome Statute that established the ICC and has previously sanctioned other court officials.
