The United Nations estimates that more than 16,000 Ukrainian civilians detained by Russia since the February 2022 full-scale invasion remain deprived of liberty. UN human rights staff have interviewed 910 released prisoners of war and 403 released civilian detainees but have not gained access to Russian detention facilities. An informal UN Security Council meeting on the matter was called by Latvia and the United Kingdom.
