Framing Analysis
The United Nations has called for an extra $1.1 billion to fully fund its $2.13 billion Ebola response plan in eastern Congo, which is currently 48 percent funded. The outbreak, declared in mid-May but spreading since February, has expanded from three health zones to approximately 60 and is caused by the Bundibugyo virus, which has no approved vaccines or treatments. The 2014-2016 West Africa Ebola outbreak killed more than 11,000 people.
