Framing Analysis
Leaders from 22 EU member states signed a letter initiated by Italy and Denmark calling for an urgent videoconference of interior ministers following reported migrant crossings at Ceuta. The letter, addressed to European Commission President Ursula von der Leyen, European Council President António Costa, and Irish Prime Minister Micheál Martin, states that uncontrolled mass crossings and instrumentalization of migration cannot be allowed. France, Portugal, and Luxembourg did not sign the letter.
