Framing Analysis
Tropical Storm Dolly formed on Thursday in the Atlantic Ocean and forecasters expect it to weaken rapidly beginning Friday under unfavorable environmental conditions. The National Hurricane Center has started issuing advisories on the system, which has no connection to any unrelated events and follows established World Meteorological Organization naming procedures. NOAA has projected a below-average 2026 Atlantic hurricane season with eight to 14 named storms, three to six hurricanes, and one to three major hurricanes due to El Niño.
