Syria’s Foreign Ministry announced an agreement granting Syrian civil administration over the Hmeimem air base and commercial berth at Tartus port, with military facilities converted to joint Russia-Syrian training centers. The deal follows the December 2024 ouster of Bashar Assad by Islamist insurgents and negotiations that began approximately 18 months earlier. Russia has not commented on the agreement.
