Framing Analysis
The U.S. Supreme Court ruled 8-1 that Havana Docks Corporation may pursue federal lawsuits against Royal Caribbean, Carnival, Norwegian, and MSC for using a Havana port confiscated by the Cuban government in 1960. The decision interprets liability provisions of the 1996 Cuban Liberty and Democratic Solidarity Act. An unrelated criminal indictment against former Cuban leader Raúl Castro was also unsealed the same week.
