Congressional efforts to renew Section 702 of the Foreign Intelligence Surveillance Act ended without passage before the House recess. The provision, which authorizes collection of foreign electronic communications, will lapse on its statutory deadline while existing court orders remain in effect. Intelligence agencies report that more than 60 percent of the president's daily briefing draws from this authority.
