Russia's Federal Security Service announced charges against Telegram founder Pavel Durov on July 29 for allegedly failing to remove channels and bots used by Ukrainian intelligence and extremist groups for sabotage, terrorism, and cyberfraud operations. Durov, who holds Emirati and French passports, was placed on an international wanted list. French authorities are separately investigating similar allegations of insufficient cooperation with law enforcement.
