Framing Analysis
Official data show 10,293 referrals to the Prevent counter-extremism programme in England and Wales for the year ending September 2025, a 39% increase from the prior period and the highest total since records began in 2015. The referrals involved 9,957 individuals, with 36% aged 11-15 and 20% linked to extreme right-wing ideology. The rise occurred after the July 2024 Southport attacks, in which Axel Rudakubana, previously referred to Prevent three times, killed three children.
