Philadelphia police have identified Zymire Hughes, 22, as the suspect in a series of incidents beginning August 12 in which a masked individual chased and threatened at least six people outside City Hall. An arrest warrant has been issued, and authorities are coordinating with the U.S. Marshals Service as Hughes may have left Pennsylvania. District Attorney Larry Krasner addressed the case at a news conference.
