Paul Biya, 93, president of Cameroon and leader of the Cameroon People's Democratic Movement since 1982, returned to Yaoundé on a flight from Geneva after an absence of more than two months. His office described the trip as a brief private stay in Europe, during which he continued to sign presidential decrees. An opposition lawmaker petitioned the Constitutional Council to declare the presidency vacant, citing the lack of a vice president.
