Mykhailo Fedorov, Ukraine's former Defense Minister who lost his post in July, posted a video address on YouTube on Tuesday urging a legal mechanism for elections despite the ongoing war with Russia. Ukrainian law prohibits elections under martial law, which was imposed on Feb. 24, 2022, the same day the Russian invasion began. Zelenskyy's office has not commented on the address, in which Fedorov described a systemic governance crisis.
