The document states that these impacts cannot be fully avoided without relocating the arch or removing its main commemorative element, options deemed incompatible with the project's purpose. The 133-page analysis concludes that the location's historic sensitivity makes it appropriate for the undertaking while ruling out alternatives outside Memorial Circle.
