The National Capital Planning Commission approved preliminary site and building plans for a 250-foot arch at the Virginia-end traffic circle of Memorial Bridge on Thursday while deferring a final decision on height compliance. The U.S. Commission of Fine Arts had approved the design in May, and a final NCPC vote is possible in September. Dozens of people registered to testify during the review process.
