Salman Ahmed Elmi, a St. Paul resident, received an outstanding refugee award and an entrepreneurship award from the Minnesota Department of Human Services in 2021. He was later charged with eight felony counts of aiding and abetting fraud related to over $1 million in alleged Medicaid billing. Two other participants in the scheme were linked to a sex-trafficking operation involving brothels.
