Framing Analysis
One death and at least 67 infections have been confirmed in a Legionnaires’ disease outbreak on Manhattan’s Upper East Side, with city officials ordering remediation of cooling towers in more than 75 buildings after testing positive for Legionella bacteria. Tracking began on July 2 with two initial cases; the outbreak follows a larger incident in Harlem last year that caused seven deaths and more than 100 infections. Health officials cite a typical 10 percent fatality rate for the disease.
