Framing Analysis
Japan implemented a policy change on September 1 directing labor standards inspection offices to cease pressuring companies that exceed the 45-hour monthly overtime advisory limit. The adjustment stems from a July growth strategy under Prime Minister Sanae Takaichi and responds to a May survey indicating constraints on small and mid-sized businesses. Approximately 40 percent of firms already operate under agreements permitting up to 100 hours of monthly overtime.
