Framing Analysis
Italy introduced border controls last week after a migrant influx into the Spanish enclave of Ceuta and has maintained the suspension of Schengen rules for non-EU nationals arriving from Spain until at least August 15. Spain described the measures as unjustified and discriminatory and threatened proportionate restrictions unless the controls are lifted by Sunday, August 9. Italy rejected the ultimatum and cited Spanish warnings of further arrivals on August 15.
