Iran’s Supreme National Security Council issued a proposal on Saturday restating elements of the 14-article memorandum of understanding signed with U.S. negotiators in mid-June. Secretary of State Marco Rubio rejected the demands, stating they could never form an acceptable basis for any agreement. The MoU had been described in its text as a framework and was previously praised by President Trump as a major achievement.
