A 26-year-old Colombian national, Joan Sebastian Guerrero, was shot and killed by ICE officers in Maine on Monday after allegedly driving toward an agent during an operation. The victim was not the target of the arrest warrant. ICE subsequently directed agents nationwide to limit vehicle stops except for the most serious criminal cases and to obtain judicial warrants for residential entries.
