Framing Analysis
Christian Castro, a 52-year-old Immigration and Customs Enforcement officer, was arrested on Friday in Cameron County, Texas, on charges of assault and falsely reporting a crime related to a nonfatal shooting on January 14. The victim, Venezuelan national Julio Cesar Sosa-Celis, was shot during a Minneapolis enforcement operation. Minnesota authorities located Castro with assistance from Texas Rangers, and the arrest occurred 11 days after charges were filed.
