Framing Analysis
The Department of Housing and Urban Development suspended funding to the U.S. Virgin Islands Housing Finance Authority after an investigation identified financial mismanagement and low disbursement rates of disaster recovery funds allocated after Hurricanes Irma and Maria. VIHFA received nearly $2 billion nine years earlier and has spent $570,000 while completing between 2 and 19 percent of targeted housing projects. The authority retains the right to appeal the suspension.
