Framing Analysis
Federal authorities arrested and charged four individuals—two Americans and two Mexicans—with cocaine distribution following the discovery of a 2,000-foot tunnel connecting Otay Mesa, California, to Tijuana, Mexico. The tunnel, equipped with electricity, ventilation, reinforced walls, and a rail system, was located beneath a Buy 4 Less warehouse near the Otay Mesa Port of Entry. Investigators from the U.S. Homeland Security Investigations Tunnel Task Force seized more than one ton of cocaine valued at $45 million after surveillance that began in December 2025.
