UEFA's 55 members and CONCACAF's 41 members have rejected FIFA's plan for third-party minority investments in Fifa Forward Enterprise and threatened boycotts of FIFA events. FIFA requires 106 votes from its 211 member associations to approve the proposal and maintains that no sale of football is involved. Mexico has not joined the CONCACAF rejection while the Asian confederation's position remains unstated.
