Euronews reported that roughly 60,000 irregular migrants entered the Spanish enclave of Ceuta, with Spanish and Moroccan authorities returning nearly all of them. European Commission President Ursula von der Leyen credited effective law enforcement for preventing any onward movement to mainland Spain or the EU. Leaders from 22 EU member states requested an emergency meeting of interior ministers.
