The European Union will convene emergency talks on Tuesday regarding migration into the Spanish enclave of Ceuta from Morocco. Twenty-two member states have sent a joint letter urging coordinated action and stronger external borders, while Italy has suspended Schengen free movement with Spain, a step backed by Finland and Denmark. Nearly all of the arrivals have since returned, according to reports.
