Prime Minister Andy Burnham will announce that mayors of English strategic authorities will retain portions of income tax revenue and business rates collected in their areas, replacing existing central government grants. The UK currently collects 5.8% of national taxes at the local level, the lowest share among G7 countries. The changes are scheduled to begin in 2028, with business rate retention projected to reach tens of millions of pounds by April 2027.
