Framing Analysis
The Ethnic Unity and Progress Promotion Law, passed by China’s National People’s Congress in March, took effect and applies to eight unspecified groups. It requires all Chinese citizens to uphold national unification and imposes legal liability on individuals or organizations inside or outside China deemed to undermine ethnic unity or promote division. An anonymous Taiwanese national security official stated that the statute creates risks of red notices, extradition, and family retaliation for overseas Uyghurs, Tibetans, Mongolians, Chinese dissidents, and others.
