Framing Analysis
The National Maternity and Neonatal Investigation, commissioned by Health Secretary Wes Streeting, consulted more than 450 families across 12 NHS trusts and concluded that maternity care is fragmented, overly complex, and slow to improve. A maternity commissioner will be appointed in England, with Donna Ockenden's separate review of the Nottingham University Hospitals NHS Trust case published the prior week. The reports follow the 2016 stillbirth of Harriet Hawkins at Nottingham, where parents were initially informed the death was unavoidable.
