Hajime Takata, a Bank of Japan board member, was the sole dissenter in July when the board kept short-term rates at 1 percent and called instead for an increase to 1.25 percent. Governor Kazuo Ueda stated that the bank will consider a rate hike at every policy meeting, including the one scheduled for September 17-18. Market sources indicate the BOJ may raise rates as soon as that meeting, continuing a recent pace of roughly two adjustments per year.
