Andy Burnham will chair the inaugural meeting of the national economic council at No 10 North in Heron House, Manchester, on the day of the announcement. The prime minister described the initiative as the biggest rebalancing of power in the country, with Burnham expected to work from the site weekly to accelerate devolution and economic coordination. The council revives a cabinet committee originally launched by Gordon Brown in 2008.
