U.S. Department of Health and Human Services data show Affordable Care Act marketplace enrollment declined from 22.1 million in 2025 to 19.2 million in February, a 13 percent drop reported by The Globe and Mail and ABC News. The figures, compiled in April and released Friday, reflect coverage after federal subsidies expired January 1 and a nonpayment grace period ended. Approximately three million fewer people held marketplace plans compared with the prior year.
