A divided panel of the U.S. Court of Appeals for the 6th Circuit held that the Justice Department is not entitled to Michigan's full voter registration list under Title III of the 1960 Civil Rights Act. The 2-1 decision is the first appellate ruling on similar requests sent to more than two dozen states last summer. Michigan's list includes names, birth dates, driver's license numbers, and partial Social Security numbers.
